2. With the consent of both the parties, this writ application is being disposed of at this stage itself.

3. In the present writ application, the petitioner has prayed for the grant of following reliefs:

(i) For issuance of writ in the nature of command directing the respondents particularly

2/4 respondent no. 4 to 6 to make payment of the arrears of salary to the petitioner @ of Rs.51,212/- per month i.e. after deducting the pension from the salary, as per the provisions contained in Clause 6 of the "Sankalp issued by the General Administration Department, Government of Bihar contained in memo no. 3/M-63/2013 G.A 10000/Patna-15 dated 10.07.2015 under the signature of the Additional Chief Secretary to the Government, General Administration Department, Government of Bihar, Patna on the order of Governor of Bihar.

(ii) For issuance of writ in the nature of command directing the respondent to make payment of the aforesaid amount along with interest @ 18% per annum to the petitioner w.e.f 24.09.2020 till the final payment and give similar treatment to the petitioner as has been granted to similar situated employee namely Dayakant Trivedi on the basis of orders passed by bench of this Hon'ble Court in CWJC No. 15001/2021.

(iii) For issuance of any other order/orders, writ/writs for which petitioner deemed entitled to.

4. Learned counsel for the petitioner submits that for the reliefs claimed for in the present writ application, the petitioner has filed several representations before the Authorities of the University but they are all languishing and none of the

3/4 representations have been disposed of by the Authorities of the University. The last representation has been filed by the petitioner on 18.10.2025 vide Annexure- P9, which is still pending. Learned counsel for the petitioner further submits that he would be satisfied if an appropriate direction be issued by this Court to the respondent no. 6 i.e. the Registrar, Veer Kunwar Singh University, Arrah to dispose of the representation of the petitioner on merit after giving an opportunity of hearing to the petitioner, within a fixed time frame by passing a reasoned and speaking order.

5. The aforesaid prayer being made by learned counsel for the petitioner is not opposed by the learned counsel appearing for the University.

Considering the limited nature of prayer being made by learned counsel for the petitioner, this writ application is disposed of directing the Registrar, Veer Kunwar Singh University, Arrah to dispose of the representation filed by the petitioner dated 18.10.2025 vide Annexure- P9 on merit after giving an opportunity of hearing to the petitioner, by passing a reasoned and speaking order. The entire exercise must be completed by the Registrar, Veer Kunwar Singh University, Arrah within three months from the date of production of a copy

4/4 of this order by the petitioner. In case, the petitioner is found entitled to the relief, the same should be extended to the petitioner within a period of three months from the date of passing of the final order.

7. With the aforesaid observation/direction, this writ application is disposed of. All pending interlocutory application(s), if any, shall also be deemed to have been disposed of.
