2. Office objection(s) is overruled in view of the supplementary affidavit on behalf of the petitioner dated 08.07.2022.

3. The present contempt petition is filed for noncompliance of the order dated 27.02.2019 passed in Civil Review No. 44 of 2018 arising out of L.P.A. No. 1939 of 2016.

4. In terms of the order of this Court dated 27.02.2019, the petitioner is stated to have submitted representation on 25.03.2019. Thereafter, a reasoned order has been passed on 23.07.2023 by the concerned authority. No doubt, there is a delay in passing order on the petitioner's representation to the extent of more than four years. Therefore, the petitioner is entitled to cost of the present litigation and it is quantified @ Rs. 10,000/-. Cost shall be paid by the Registrar, Tilka Manjhi Bhagalpur University, Bhagalpur within a period of four weeks from today.

5. In the light of above development, the present M.J.C. stands dropped, reserving liberty to the petitioner to assail the order dated 23.07.2023 before appropriate forum.
