At the outset, the learned counsel for the petitioner seeks permission to add the General Manager, Claim, Bihar State Food & Civil Supplies Corporation Ltd., Patna (Bihar) as respondent no. 5 to the present writ petition. Let the same be done during the course of the day.

The learned counsel for the petitioner submits that the petitioner would be satisfied in case, he is permitted to file a representation regarding his grievances mentioned in the writ petition, before the respondent no. 5.

Accordingly, it is directed that the petitioner may file a representation before the respondent no. 5 within a period of six weeks from today and the respondent no. 5 shall dispose of the same by a reasoned and speaking order within a period of twelve weeks thereafter.
