2. This writ application has been filed on behalf of the petitioners for the following reliefs:- (i) For issuance of an order(s)/direction(s) or writ(s) in the nature of mandamus commanding the Respondent No-4 (The Executive Director State Health Society, Health

Patna High Court CWJC No.18273 of 2023(2) dt.13-10-2025 2/3 and Family Welfare Department, Govt. of Bihar, Patna) to forthwith decide the pending matter in view of the directions of the Bihar State Human Rights Commission's Order dated 22.09.2022 passed in Case Nó 1231/4/23/2022 (AnnexureP/11) whereby and where under the Hon'ble Bihar State Human Rights Commission pleased to direct to decide the matter of petitioner no.2 within four months after affording him opportunity of hearing And/or.

(ii) For issuance of an appropriate writ/order/direction in the nature of mandamus directing the respondents to implement the Notification contained in Memo No.- 2/M-55/20211545(2) dated 18.11.2021 and thereby to cause to allow the Petitioner No-2 to join at Health Department (HQ) in view of the Notification contained in Memo No.- 2/M-55/2021-1545(2) dated 18.11. 2021 (Annexure-P/9) without any further delay with all consequential benefits.And/or (iii) For issuance of order/orders, direction/directions, writ/writs particularly in the nature of writ of mandamus for direction upon the respondent authorities to make payment of full salary-allowance to the petitioner from 01.11.2021 till date, when the petitioner no 2 reported to the respondent authorities after successful completion of PGDPHM course as the petitioner no 2 continues in service uninterruptedly and is entitled to all the consequential relief there from. And/or

Patna High Court CWJC No.18273 of 2023(2) dt.13-10-2025 3/3 (iv) A direction be issued upon the respondent authorities, each one of them, their servants and/or subordinates and/or agents to forthwith produce and/or caused to be produced the entire records relating to the Petitioner's case including the service book of the petitioner no 2 and on such production being made, render conscionable justice upon perusing the same.

3. It has been submitted by the learned counsel for the State that the joining of the petitioner has been accepted at Adhaura, Kaimur.

4. In the opinion of this Court, this is a frivolous writ.

5. Accordingly, this writ application is dismissed with liberty to the petitioner to approach the authorities for the payment which is found due to him, if any.
