2. The matter arises out of a selection process undertaken in the year 2008 for appointment as Block Urdu Teacher of Pranpur block in the district of Katihar. The matter had travelled up to the District Teachers Employment Appellate Authority at the instance of the petitioner with an allegation that despite the fact that she had participated in counselling, because of the laches on the part of the then Block Education Extension Officer, Pranpur, appointment letter was not issued in her

As there was no representation of the Block Development Officer, Block Education Extension Officer despite notice the appellate authority disposed of petitioner's appeal with a direction to the District Programme Officer (Establishment), Katihar and Block Education Officer, Pranpur to verify the certificates of the petitioner and act in accordance with law, by an order dated 18.09.2012.

Grievance of the petitioner in the present writ application is that despite the said order of the appellate authority dated 18.09.2012, nothing has been done so far and in that background a direction is being sought for the respondents to comply with the order of the appellate authority, passed in 2012. After the said order dated 18.09.2012 was passed by the appellate authority, the petitioner appears to have approached the District Programme Officer and the Block Development Officer for the first time on 05.12.2017, i.e. after lapse of nearly five years from the date of order passed by the appellate authority.

4. This writ application has been filed on 26.11.2019. In such circumstance, the Court finds it difficult to entertain this writ application in relation to a process of selection which was initiated in 2008 and the order of the appellate authority was

Patna High Court CWJC No.23452 of 2019(2) dt.28-11-2019 3/3 passed in 2012. Delay and laches on the part of the petitioner in pursuing her matter, after the order of the appellate authority is writ large.

5. I am, therefore, not inclined to interfere in the matter. The petitioner shall, however, be at liberty to pursue her remedy before the authorities.

6. This writ application stands disposed of.
