JUSTICE MOHIT KUMAR SHAH ORAL ORDER 07-01-2025 The present writ petition has been filed seeking the following reliefs:- "1. i. For issuance of writ of Mandamus or any other appropriate writ or direction commanding the respondent authorities to publish the tender publicly for undertaking water supply work, hand pump work, toilet work and exhibition work, under P.H.E.D Sonpur, prior to organizing world famous Sonpur Mela in future, as the concerned respondent authority has been allotting the aforesaid works, since the last few years by the back door method only to misappropriate

ii. For issuance of a writ of Mandamus or any other appropriate writ, order or direction restraining the respondent authorities from allocating the water supply work, hand pump work, toilet work and exhibition work, under the P.H.E.D, Sonpur, without publishing the tender through newspapers of the locality, including publishing it on the official notice board as well as on the e-tender website.
iii. For issuance of writ of Mandamus or any other appropriate writ, order or direction commanding the respondent authorities to conduct enquiry with regard to allotment of P.H.E.D work, relating to organizing of Sonpur mela in the year 2024, as huge amount has been allocated by the government and without completion of the work, the same has been misappropriated by the concerned authority as well as contractors."

At the outset, the learned counsel for the petitioner seeks liberty on behalf of the petitioner to approach the respondent no. 2 i.e. the Principal Secretary, P.H.E.D., Bihar, Patna, for redressal of her aforesaid grievances. Liberty, so sought, is
