Heard learned counsel for the petitioner and learned Additional Public Prosecutor for the State.

The petitioner is apprehending his arrest in a case registered for the offences punishable under Sections 406, 409, 420 of the Indian Penal Code and Section 7 of the Essential Commodities Act.

By order dated 31.03.2014 passed in Cr. Misc. No. 6310 of 2014, a Bench of this Court declined prayer for anticipatory bail to the petitioner and directed the petitioner to immediately surrender before the Court below and seek regular

The petitioner did not comply the order nor challenged the same, rather kept waiting for change of circumstances.

I do not find that there is any change of circumstance, hence, prayer of the petitioner for anticipatory bail is refused, in connection with Itarhi P.S. Case No. 121 of 2013 pending in the Court of learned Chief Judicial Magistrate, Buxar, with cost of rupees five thousand to be deposited in the Victim Compensation Fund.
