JUSTICE SHAILENDRA SINGH ORAL ORDER 24-11-2025 The instant writ petition has been filed by the petitioners under Article 226 of the Constitution of India seeking the following relief(s):- " I. For issuance of a writ in the nature of Mandamus commanding the Respondent No. 4 -i.e. Additional Collector, West Champaran, Bettiah, to expeditiously hear and finally dispose of Dakhil-Kharij Revision Case No. 47/2023-24, within a fixed time frame as may be deemed fit by this Hon'ble Court.

2. Mr. Prince Kumar Mishra, learned counsel appearing for the petitioner and Mr. Jawed Gaffar Khan, learned AC to GP-24 are present and they are heard.

The main grievance raised by the petitioners in this writ petition is that the Respondent No. 4, Additional Collector, West Champaran, Bettiah, is not deciding the petitioners' Dakhil-Kharij Revision Case No. 47/2023-24 and violating the provisions of Section 8(5) of the Bihar Land Mutation Act, 2011 which clearly shows that within 30 working days from the date of filing, the Mutation Revision shall be decided while the petitioners have filed their Dakhil- Kharij Revision Case several months ago.

4. Considering the aforesaid issue as well as taking into account the averments made in this writ petition, the Respondent No. 4, the Additional Collector, West Champaran, Bettiah, is directed to dispose of the petitioners' Dakhil-Kharij Revision Case No. 47/2023-24 within three weeks from the date of receipt or production of this order's copy, failing which, Respondent No. 4, shall be liable for strict legal action for not complying with the provision of Section 8(5) of the Bihar Land
