The petitioner is permitted to implead the State Election Commission as respondent no.11 in the writ petition. The petitioner shall serve a copy of the writ petition to the retained counsel for the State Election Commission in the course of the day.
Issue notice to the respondent nos. 6 to 10 by ordinary process as well as registered cover with A/D for which requisites, etc. must be filed within one week, failing which the application shall stand dismissed without further reference to a Bench.

Patna High Court CWJC No.13540 of 2018 (2) dt.19-07-2018 immediately after the service report is received. In the meantime, the respondent-State shall file its counter affidavit.
It is made clear that any resolution in special meeting scheduled to be held on 20th July, 2018 pursuant to the letter dated 12.07.2018 issued under the signature of the Block Development Officer, Neemchak, Bathani shall be subject to the outcome of the instant writ petition.
