1. Heard learned counsel for the petitioner Mr. Hansraj assisted by learned counsel Mr. Sameer Sawarn, learned AC to AAG-4 for the State, the learned counsel appearing on behalf of the B. N. Mandal University Mr. Ritesh Kumar and the learned counsel appearing on behalf of the Purnea University Mr. Rakesh Kumar Samrendra.

2. The learned counsel appearing on behalf of the B. N. Mandal University submits that from perusal of Annexure-2, it would manifest that petitioner was promoted to the rank of Lecturer Selection Grade under the statutes approved by the Hon'ble Chancellor vide letter dated 29.06.2005 and amended statue dated 26.09.2012 as would be evident from Memo No.109/19 dated 28.01.2019 issued by the Registrar, B. N. Mandal University. It is next submitted that petitioner was given the said promotion with effect from 27.07.2003, on which the learned counsel appearing on behalf of the petitioner submits that though petitioner has been granted promotion in terms of the letter dated 28.01.2019 issued by the Registrar, B. N. Mandal University with effect from 27.07.2003, but then, the petitioner has not been paid the arrear salary which accrued on account of his promotion. It is next submitted that the petitioner will also be entitled for his selection grade in the Grade Pay 9000 with effect from 27.07.2006.

3. The learned counsel for the petitioner next submits that petitioner had represented before the Registrar, Purnea University, Purnea seeking redressal of his

3/4 grievance as raised in the instant writ application with effect from 21.03.2024 Annexure- P/7 to the writ application, but then, the same till date has not been acted upon, on which the learned counsel appearing on behalf of the Purnea University submits that though there is a receiving on the representation of the petitioner dated 21.03.2024, but then, the receiving does not even remotely suggest that the representation was received from the office of the Registrar, Purnea University. It is thus submitted that the writ application can be disposed of by giving liberty to the petitioner to file a fresh representation detailing the facts in detail for redressal of his grievance, on which the learned counsel appearing on behalf of the petitioner submits that a fresh representation before the Registrar, Purnea University shall be filed on or before 16.07.2025.

4. After hearing the learned counsel for the parties, the writ application is disposed of with liberty to the petitioner to file a fresh representation before the Registrar, Purnea University seeking redressal of his grievance as raised in the instant writ application.

5. In the event, if any, representation is filed by the

4/4 petitioner on or before 16.07.2025, in that event, the Registrar, Purnea University shall consider and dispose of the same within a period of four months thereafter in accordance with law after giving opportunity of hearing to the petitioner.
