1. The petitioner has filed the instant application for the following relief(s):

"For issuance of a writ in the nature of "certiorari" whereby and where under setting aside office order as contains in Memo no.838 dated 25.10.2008 passed by Sub- Divisional Officer Sadar, District- Madhubani, whereby the P.D.S license of the petitioner has been cancelled without any satisfactory reasons and without proper consideration of the show cause filed by the petitioner. And further prayer of the petitioner is to command and direct the

2. During the course of arguments, the Learned counsel for the State submitted that the reliefs sought in the present writ petition have become infructuous, as more than 16 years have elapsed, since the issuance of the order impugned in this writ petition.

The primary reason why this Court is not inclined to grant any relief to the petitioner at this stage is that the petitioner has clearly slept over his rights and did not challenge of the order contained in Memo No. 838 dated 25.10.2008, issued by the Sub-Divisional Officer, Sadar, Madhubani, by which the petitioner's PDS license was cancelled for about ten years. The Writ petition was filed on 07.08.2018. Additionally, it is worth noting that from 25.10.2008 to till date, the rules and regulations governing the issuance and management of PDS licenses have undergone substantial changes. In such circumstances, entertaining the writ petition at this belated stage

Patna High Court CWJC No.17847 of 2018 dt.30-07-2025 3/3 would serve no effective purpose and may also lead to administrative complications.

4. In view of the facts and circumstances of the case, this Court finds no merit in the present writ petition.

5. Accordingly, the writ petition is dismissed.

6. Interlocutory Application(s), if any, shall stand disposed of.
