2. At the very outset, learned counsel for the petitioners seeks permission to withdraw this writ application.
3. Permission is granted.

Accordingly, this writ application is dismissed as withdraw with a liberty to the petitioner to file an appeal before the State Appellate Authority within four weeks and the State Appellate Authority is well advised to consider the case of the petitioner and pass a reasoned and speaking order in accordance with law.
5. It goes without saying that if any question of limitation arises before the State Appellate Authority, the same shall be considered, taking into consideration the fact that the petitioner was pursuing the issue before this Court under Article 226 of the Constitution of India.
