At the outset, it has been jointly prayed by the learned Counsels that on account of passing of order of status quo by the Hon'ble Apex Court in SLP (C) No. 30621 of 2011 and other analogous cases on 15.04.2019.

There is a ban with regard to the promotion of the concerned employees in the State of Bihar.
