The order was passed in the petitioner's writ application that Respondent No 3, the Electrical Superintending Engineer, Electric Works Circle, Patna should pass a speaking order with respect to the petitioner's claim for promotion. The reasoned order dated 14.11.2019 places on record the fact that certain steps were taken for consideration of the petitioner's claim by the Circle Level Promotion Committee.
