2. It transpires to this Court that present writ petition has been filed directing the respondents to appoint the petitioner on the post of Homeguard under backward caste category.

3. It transpires to this Court that last representation has been filed by the petitioner vide Annexure-5 in the year 2005, and thereafter, the petitioner has filed in the year 2019 i.e. lapse of about 14 years.

4. Counsel for the State has filed their reply.

5. So far as the merit of this case is concerned, due to
