2. With the consent of both the parties, this writ application is being disposed of at this stage itself.

3. In the present writ application, the petitioners have prayed for the grant of following reliefs:

"(i) To issue an appropriate writ/s including a writ preferably in the nature of mandamus commanding and directing upon the respondent authorities to provide the notional benefits in light of letter no. 571 dated 13.06.2023 issued by Director, Primary Education, Education Department, Govt. of Bihar, Patna, by which direction has been given to provide the notional benefits of trained pay scale from the date of relieving after completion of training and monetary benefits from the date of publication of result of teachers training and since the petitioners has

3/6 been sent for one year in- service teachers training course for the session 2000-2001 and after completion of training, they were relieved to join their respective schools and in light of aforesaid letters, petitioners are entitled for grant of notional benefits since their date of relieving after completion of training and not providing the notional benefits from the date of their entitlement to the petitioners is resulting in loss of seniority to them.

(ii) To issue an appropriate writ/s including a writ preferably in the nature of mandamus commanding and directing upon the respondent authorities concerned to consider the case of petitioners in the light of letter no 571 dated 13.06.2023 issued by Director, Primary Education, Education Department, Govt. of Bihar, Patna and provide notional benefits to petitioners from the date of relieving after completion of training, and provide monetary benefits from the date of relieving after completion of training and not from the date of publication of result, as there are laches on the part of respondent in

4/6 conducting examination and publishing results belatedly in which all the petitioners passed.

(iii) To issue an appropriate writ preferably in the nature of mandamus as an alternative prayer of the petitioners for directing the respondent authorities concerned to dispose of the representation dated 17.10.2025 addressed to Regional Deputy Director of Education, Munger Division, Begusarai.

representation dated 18.10.2025 addressed to Additional Chef Secretary, Education Department Govt. of Bihar, Patna, representation dated 21.10.2025 addressed to Director, Primary Education, Govt. of Bihar, Patna, representation dated 22.10.2025 addressed to District Education Officer, Begusarai and representation dated 23.10.2025 addressed to District Programme Officer (Establishment), Begusarai, by reasoned and speaking order by ventilating the genuine grievances of petitioners for providing notional benefits from the date of relieving after successful completion of teachers training.

5/6 (iv) To any other relief's to which the petitioner may be entitled in the facts and circumstances of the case."

After advancing some argument, learned counsel for the petitioners submits that for the reliefs claimed for in the present writ application, the petitioners have already filed representations before the Regional Deputy Director of Education, Munger Division, Begusarai, which has been brought on record by way of Annexure P/5 series. This representations were sent by speed post on 17.10.2025. He submits that the representations filed by the petitioners are still pending and no final decision has been taken. Learned counsel for the petitioners further submits that he would be satisfied if an appropriate direction be issued by this Court to the Regional Deputy Director of Education, Munger Division, Begusarai, to dispose of the pending representations of the petitioners after giving an opportunity of hearing to the petitioners, within a fixed time frame by passing a reasoned and speaking order.

5. To the aforesaid prayer being made by learned counsel for the petitioners, learned counsel appearing for the respondent-State does not have any objection.

6. Considering the limited nature of prayer being

6/6 made by learned counsel for the petitioners, this writ application is disposed of directing the Regional Deputy Director of Education, Munger Division, Begusarai, to dispose of the pending representations of the petitioners vide Annexure- P/5 series after giving an opportunity of hearing to the petitioners, within six months from the date of production of a copy of this order by the petitioners. Needless to emphasize that the final order which shall be passed by the Regional Deputy Director of Education, Munger Division, Begusarai, should be a reasoned and speaking order.

7. With the aforesaid observation/direction, this writ application is disposed of. All pending interlocutory application(s), if any, shall also be deemed to have been disposed of.
