1. Heard the parties.
2. Keeping in view the provisions of Section 28 of the Act which provides for an Appeal against the orders of the Chairman to the Special Secretary, the present writ petition held to be not maintainable on account of the aforesaid statutory alternate remedy.
3. Liberty is granted to the petitioner to file an appeal before the Appellate Authority, this writ petition is dismissed as

4. If, any such Appeal is preferred, the same shall be decided expeditiously preferably within a period of six months after hearing all the parties.
