1. Heard learned Counsel for the parties concerned.

2. The petitioner has filed the present writ application for a grievance that the jamabandi/mutation, standing in the name of the petitioner, Lalganj Intermediate College, has been mutated in the name of respondent no. 6-Lalganj College, on an application filed by respondent no. 7, who is an employee of Lalganj College, by the Circle Officer,

3. Learned Counsel for the petitioner submits that the Circle Officer, Lalganj has not passed any detailed order in this matter and without any notice, he has changed the name of the petitioner in the jamabandi, in question, in violation of principle of natural justice.

4. On the other hand, learned Counsel for the State submits that the petitioner has the remedy of appeal before the Deputy Collector Land Reforms against the action of the Circle Officer under Section 7 of the Bihar Land Mutation Act, 2011.

5. Having regard to the nature of prayer made in this writ application, the petitioner is given liberty to file an appeal before the Deputy Collector Land Reforms against the decision of the Circle Officer, Lalganj, within a period of one month from today.

6. If such an appeal is filed by the petitioner, the Deputy Collector Land Reforms is directed to dispose the appeal on its own merit after hearing all concerned, including the respondent no. 6 and 7 by a reasoned order within a period of five months from the date of filing of the appeal.
