1. Heard learned counsel for the petitioner, learned AC to GP-2, learned counsel appearing on behalf of the B.N. Mandal University Mr. Ritesh Kumar and the learned counsel appearing on behalf of the Purnea University Mr. Rakesh Kumar Samrendra.

2/4 petitioner submits that the instant writ application has been filed for a direction upon the B.N. Mandal University to pay the difference of arrears of salary on account of grant of promotion to the petitioner to the post of Lecturer (Senior Scale) and Reader, from the retrospective date amounting to Rs. 19,29,855/- for the period 2000 to 2018 as calculated by the Principal of the College, further for a direction upon the respondent Purnea University to pay the differences of arrears of salary on account of his promotion to the post of Professor, amounting Rs.10,61,070/- as calculated by the Principal of the college, further to pay interest on the delayed payment.

3. The learned counsel appearing on behalf of the petitioner submits that petitioner had represented before the Registrar, B.N. Mandal University, Madhepura vide his representation dated 06.09.2024 seeking redressal of his grievance, as would manifest from Annexure-15 to the writ application. It is submitted that the petitioner earlier also filed an application dated 18.11.2023 (Annexure-16) before the Registrar, Purnea University seeking redressal of his grievance i.e. for payment of arrears salary of Rs.10,61,070/-.

4. It is submitted that though petitioner represented before the concerned Registrar of the university, seeking

3/4 redressal of his grievance as raised in the instant writ application but then the Registrar of B.N. Mandal University and Purnea University are sitting tight over the matter.

5. The learned counsel appearing on behalf of the B.N. Mandal University and Purnea University jointly submits that though from perusal of Annexure-P/15, it manifests that receiving on the representation of the petitioner dated 06.09.2024 is recorded but then the same does not appear to have been given by the office of the Registrar, it is also submitted that the representation dated 18.11.2023 does not carry any receiving also. It is further submitted by the learned counsel appearing on behalf of the University that writ application can be disposed of with liberty to the petitioner to file fresh representation before the Registrar seeking redressal of his grievance as raised in the instant writ application, on which, learned counsel appearing on behalf of the petitioner submits that fresh representation shall be filed before the concerned Registrar on or before 18.07.2025.

6. After hearing the learned counsel for the parties, the writ application is disposed of with a liberty to the petitioner to file a fresh representation before the Registrar, B.N. Mandal University and the Registrar, Purnea University on or before

4/4 18.07.2025, seeking redressal of his grievance, as raised in the instant writ application.

7. It is made clear that if any representation is filed by the petitioner on or before 18.07.2025, in that event, the Registrar, B.N. Mandal University and the Registrar, Purnea University shall consider and dispose of the same within a period of four months thereafter, in accordance with law, after giving proper opportunity of hearing to the petitioner.

8. The writ application is disposed of.
