1. The present writ petition has been filed seeking the following relief(s):- "1(a) For a direction to the respondent authorities to assign correct seniority to the petitioner in the basic seniority list of Assistant Engineer (Civil) working in the Engineering Service Cadre in Public Health Engineering Department, Government of Bihar, Patna working on 08.09.2017 in the light of the notification contained in Memo no. 335 dated 01.07.2022 whereby he has been granted notional promotion to the post of Assistant Engineer (Civil) scale 6500-200-10500

(b) For a direction to the respondent authorities to grant promotion to the petitioner on the post of Chief Engineer (Civil) with effect from 25.10.2023 i.e. the date on which the juniors of the petitioner have been granted the said promotion vide notification No. 603 date 25.10.2023 and to pay all consequential benefits to the petitioner along with adequate compensation for the unnecessary harassment caused to him in the facts and circumstances of this case."

2. At the outset, the learned counsel for the petitioner seeks liberty on behalf of the petitioner to approach the Principal Secretary, Public Health Engineering Department, Government of Bihar, Patna i.e. the respondent no.2 for redressal of his aforesaid grievances. Liberty so sought is granted.

3. It is needless to state that in case appropriate petition is filed, by the petitioner, before the Principal Secretary, Public Health Engineering Department, Government of Bihar, Patna, within a period of two weeks from today, the same shall be considered, in accordance with law and a reasoned and a speaking order shall be passed, thereon, within a period of six weeks, thereafter.
