1. Heard learned counsel for the petitioner and learned SC-15, Mr. Anand Prasad Singh.

2. The learned counsel for the petitioner, after some arguments realizing his difficulty, seeks permission to withdraw the writ application with liberty to assail the order impugned in the instant writ application before an authority competent in accordance with law.

4. It is made clear that if issue of limitation arises
