JUSTICE RAJEEV RANJAN PRASAD ORAL ORDER 31-01-2020 Being aggrieved by and dissatisfied with the ongoing investigation, which, according to the petitioner, is progressing very slowly and is in fact delaying the investigation, petitioner has moved this court for a direction to the respondents to conduct proper investigation and thereupon proceed to take appropriate action in the matter. At this stage, without going into the merit of the contentions, taking note of the submissions of learned counsel for the petitioner as also the materials such as representations contained in Annexure '3' & '3/1' and the order-sheet attached as Annexure '4' to the writ application, this court directs the Superintendent of Police, Vaishali (respondent no. 5) to expedite the investigation in the matter by taking such appropriate steps which are required including a direction to the Investigating Officer and ensure that the investigation is done in a proper and fair manner without loosing further time.
