The petitioner has a grievance that he has not been placed in the merit list for appointment against the posts of Survey Amin based on a selection process conducted pursuant to Advertisement No. 1/2019 published for the said purpose. The advertisement was issued by the Bihar Revenue and Land Reforms Department. The merit list was to be prepared on the basis of score of a candidate in matriculation examination and diploma examination.

3. It is the petitioner's case that he had total 66.82

Patna High Court CWJC No.25235 of 2019(2) dt.22-01-2020 2/2 points to his credit on the basis of documents which he had and which he had submitted also, but he has not been placed in the merit list.

4. There is no averment in the writ petition that his merit point is more than minimum cut-off merit points fixed by the selection body. The relief, which the petitioner is seeking, therefore, cannot be granted. The petitioner shall, however, be at liberty to seek information from the Department about the cutoff merit points of the category, to which he belongs and, if, according to the petitioner, his merit points, calculated on the basis of Clause-8 of the advertisement, is more than cut-off marks, he shall be at liberty to approach appropriate authority by filing a representation.
