1. Heard the parties.

2. The petitioner by way of this writ petition prays for issuing writ of mandamus to the respondents for releasing the original certificate (degree of B.Sc Hon's, Physics) for the Session 1991-92, which he claims to have passed from Magadh Uuniversity, Bodh Gaya.

3. The petitioner claims that he has deposited a fees of Rs. 500/- on 17th June, 2016 for providing him the B.Sc degree, but the same has not been made available to him.

4. This Court finds that no reasons have come forward for not claiming the degree alleged to have been passed in the year 1991-92 for years together. The petitioner has remained completely silent from 1992-1993 till 2016 for demand of his degree and then again after 2016, for four years, he has remained silent and filed the present writ petition, thereafter asking respondents to search out the degree of the year 1991-92, after a period of almost 14 years would be unreasonable and unjustified. No explanation has come forward for not claiming the original degree within time.

5. The writ petition is suffers from gross laches and delay and accordingly dismissed.
