b) A Mandamus restraining the respondents concerned particularly Mukhiya Gram Panchayat Raj Mansapur from mis-utilising the aforesaid sanction funds in constructing Panchayat Sarkar Bhawan for the benefits his domineering supporters in violating guideline issued by Respondent State where there is no accesses of the members of S.C.,S.T. or weaker sections of the Gram Panchayat Mansapur under Laukahi Block in the District of Madhubani."

At the outset, the learned counsel for the petitioners seeks liberty on behalf of the petitioners to approach the District Magistrate, Madhubani for redressal of their aforesaid
