Heard learned counsel for the petitioner, learned AC to AAG-13 and the learned counsel appearing on behalf of Vir Kunwar Singh University.

Learned counsel for the petitioner submits that petitioner was appointed as Lecturer on 17-2-1977 in S. Sinha College, Aurangabad and submitted his joining on 21-2-1977. It is next submitted that petitioner, after discharging his duty continuously, was appointed as Head of Department (Sanskrit), Vir Kunwar Singh University, on 6-3-2012. It is further submitted that thereafter petitioner vide Memo No. CCDC/913/Estb/12 dated 22-9-2012 issued under the signature
Patna High Court CWJC No.584 of 2025(2) dt.10-07-2025 2/3 of Registrar, V.K.S.U. Ara, was granted promotion to post of University Professor with effect from 21-2-1993 (Annexure-2) and the name of the petitioner appeared at Serial No. 23 in the said list. It is also submitted that petitioner retired on 30-6-2017. 3.
Learned counsel for the petitioner submits that though petitioner was promoted to the post of professor vide memo dated 22-9-2012 (Annexure-2) with effect from 21-21993, but then the petitioner was not paid the difference of salary on account of the said promotion when professors similarly situated like the petitioner have been paid the difference salary which accrued on account of the said promotion, as such the instant writ application has been filed seeking a direction upon the respondent authorities to grant the petitioner the arrears of difference of salary from 21-2-1993 to 5-3-2012.

The learned counsel for the petitioner next submits that petitioner has been representing before the Vice-chancellor and the Registrar of the University seeking redressal of his grievance as raised in the instant writ application since 2017, but then no action has been taken. It is also submitted that Annexure-3 series are the representation of the petitioner before the authorities of the University.

Learned counsel appearing on behalf of the University submits that it might be a possibility that the representation of the petitioner in the office of the Registrar of the University may not be located, as such the petitioner be directed to file a fresh representation seeking redressal of his grievance, on which the learned counsel appearing on behalf of the petitioner submits that a fresh representation before the Registrar of the University shall be filed on or before 8-8-2025. 6.
After hearing the learned counsel for the parties, the writ application is disposed of with a liberty to the petitioner to file a fresh representation before the Registrar of the University on or before 8-8-2025 seeking redressal of his grievance as raised in the instant writ application, in the event if any application is filed by the petitioner on or before 8-8-2025 seeking redressal of his grievance as raised in the instant writ application, in that event the Registrar of the University shall consider and dispose of the same in accordance with law within a period of two months thereafter after giving proper opportunity of hearing to the petitioner.
