2. The petitioner has approached this Court seeking a direction upon the respondent concerned to upgrade the Middle School, Birnaudha, Shambhuganj Banka as High School and start education in class 9 as per the Government policy contained in Memo No. 876 dated 07.06.2021.

3. Considering the inaction and irregularities of the concerned respondent, the petitioner has approached before the Public Grievance Redressal Authority. However, despite the order, no action has been taken and as such, the petitioner has also filed representation before the District Education Officer, Banka, a copy of which is marked as Annexure- P/9. It is further contended that for redressal of grievance, identically situated person has also approached before this Court and this Court in C.W.J.C. No. 11632 of 2023 has relegated the matter to the concerned respondent to take appropriate action.

4. Learned Advocate for the State interjected at this position and submitted that the petitioner has no locus standi to maintain the present writ petition inasmuch as neither he has any legal or fundamental right with respect to the issue raised before this Court.

5. Be that as it may, considering the grievance of the petitioner and taking note of the fact that the petitioner has already represented before the concerned authority for ventilation of his grievance, the writ petition stands disposed off with a liberty to the petitioner to approach before respondent No. 6 within a period of two weeks from today.

6. In case, such a representation is filed with the
