2. At the very outset, learned counsel for the petitioner submits that for the redressal of his grievances raised in this writ application, the petitioner has approached the respondent authorities by filing representations but no order has been passed as yet.

In such view of the matter, the petitioner is directed to file a detailed representation before the respondent no. 3 along with all supporting documents within a period of two weeks and the respondent no.3 is well advised to consider the case of the petitioner after affording opportunity of personal
