2. Learned counsel for the petitioner submits that he has filed a representation before the respondent no. 5, but till date no order has been passed by the respondent no. 5.

3. In such view of the matter, I direct the petitioner to file a fresh representation within four weeks before the respondent no.5 and respondent no.5 would be obliged to pass a reasoned and speaking order in accordance with law within ten weeks

4. It is made clear that this Court may take serious view against the concerned respondent if the order is not complied within the stipulated period.
