ANSHUMAN ORAL ORDER 18-06-2026 Heard learned counsel for the petitioner and learned counsel for the State. No one appears on behalf of Respondent Nos. 2 to 7, despite the fact that this Court had issued notices vide order dated 21.01.2025, and the said notices upon Respondent Nos. 2 to 7 were validly served.

2. Learned counsel for the petitioner submits that the present writ petition has been filed for the following reliefs:-

Patna High Court CWJC No.643 of 2025(6) dt.18-06-2026 2/3 "For issuance of a writ in the nature of a writ of certiorari for quashing of order dated 04.09.2024 by which and where under the Chief Executive Officer, Bihar Rural Livelihoods Promotion Society known as the State Rural Livelihoods Mission (hereinafter to be referred as the 'JEEVIKA' for brevity and commonly known for working) dismissed the petitioner from the post of Block Project Coordinator (Annexure-P/5) as well as letter dated 04.09.2024 by which and where under the State Project Manager, JEEVIKA (Annexure-P/6) directed the District Project Manager, JEEVIKA, Samastipur to institute an F.I.R. against the petitioner for financial irregularities and embezzlement of Rs. 3,15,775/- and to command the respondents not to proceed with the First Information Report vide Shivaji Nagar P.S. Case No. 43/2024 dated 11.09.2024 instituted under Sections 336(3), 338, 340(2), 316

(5) of Bhartiya Nagrik Sanhita, 2023 against the petitioner and for further relief/reliefs in the facts and circumstances of the case the petitioner may entitle too."

3. Learned counsel for the State submits that a direction may be issued to the petitioner to file a detailed representation in the matter.

4. It transpires to this Court that Respondent Nos. 2 to 7 are working under the Rural Development Department,

Patna High Court CWJC No.643 of 2025(6) dt.18-06-2026 3/3 Government of Bihar. It further transpires to this Court that keeping the matter pending shall not serve any useful purpose.

5. As such, this Court hereby directs the petitioner to file a detailed representation, along with a copy of this order explaining his grievances, before the Secretary, Rural Development Department, Government of Bihar within 30 days from today. The Secretary, Rural Development Department, Government of Bihar, is hereby directed to call upon the authorities of JEEVIKA and, after hearing the authorities of JEEVIKA as well as the petitioner, shall pass a reasoned and speaking order on the petitioner's representation within 90 days thereafter.

6. This Court is well aware that JEEVIKA is an NGO working under the Rural Development Department, Government of Bihar. It is for this reason that this Court has passed the aforesaid direction so that the grievance of the petitioner may be duly considered and addressed by the competent authority.
