The petitioner is ward member of Ward No. 07 of Bhor Gram Panchayat in the District of Madhubani. This application has been filed for a direction to take appropriate action against respondent no. 13 for the financial irregularity, mismanagement in distribution of students' uniform, mid-day-

Patna High Court CWJC No.24795 of 2018(2) dt.21-12-2018 2/3 meal and some other irregularities not specified. Respondent no. 13 is the Headmaster of Government Middle School, Bhor, District-Madhubani.

The petitioner had earlier approached this Court by filing a writ application being C.W.J.C. No. 13118 of 2018, which was disposed of by order dated 20.08.2018. In the said application also he had made certain allegation against respondent no. 13 of similar nature.

In view of the certain observations made by this Court, the petitioner is said to have represented again on 20.09.2018 and it is his grievance that till date no action has been taken.

On close examination of the pleadings on record, it appears that the petitioner has some private grudge with respondent no. 13 and he is repeatedly approaching this Court with the same/similar allegation, this writ application lacks bona fide.

Learned counsel, appearing on behalf of the petitioner, has drawn my attention to the office order dated 07.06.2017, issued by the District Programme Officer (Establishment), Madhubani, whereby disciplinary proceeding has proposed against one Radhey Shyam Safi, who has not been

This writ application lacks bona fide and is motivated, in my opinion, deserves to be dismissed with costs. Accordingly, this application is dismissed with a cost of Rs. 5,000/- to be deposited by the petitioner in the account of the District Magistrate, Madhubani.
