No. 7504 of 2013 and other analogous cases (Ram Babu Singh vs. The State of Bihar & Ors.) especially, on account of the fact that the case of the petitioner herein has also received stamp of approval by the Hon'ble Apex Court. In such view of the matter, the letter dated 15.11.2018 issued by the District Programme Officer (Establishment), Nalanda, as also by the District Education Officer, Nalanda are quashed.

The writ petition is allowed.
