The building in question was constructed in 2016. The petitioner has annexed representations which were filed before the authorities in 2019.

From reading of the counter affidavit, it appears that the land does not belong to the petitioner. Even assuming for the moment that the land belongs to the petitioner, till the petitioner is not entitled to any relief in view of the fact that he has waived
