It is claimed that the petitioner is Dean, Students' Welfare, B.N.Mandal University, Madhepura. It is his grievance that the said private respondents are in habit of creating chaos in the University and other educational institutions under the University and, therefore, strict legal actions need be taken

In the Court's view, the petitioner could have approached the Vice-Chancellor of the University and the Chancellor of the Universities of Bihar, if he has any grievance of the nature as explained in the writ application. This writ application is disposed off with an observation that the petitioner shall have liberty to approach such authorities under the Bihar State Universities Act. This application stands disposed off.
