The last date for submission of forms, as per the petitioners' counsel for the appointment in question, was 21.11.2019. Much subsequent thereto, i e on 20.01.2020, the instant writ petition has been filed complaining that the maximum age criteria was restricting the petitioners' candidature contrary to the maximum age determined by the State Government under the Resolution dated 18.07.2007. The

Patna High Court CWJC No.1371 of 2020(2) dt.21-01-2020 2/2 admitted position on account of submission advanced by the petitioners' counsel is that the last date for submission of form has lapsed on 21.11.2019.

Third party rights of others, who were desirous of participating or who have participated in the selection process, would have arisen on account of the last date for submission of forms having lapsed. Clearly, the belated claim of the petitioners, by filing this writ petition on 20.01.2020, is barred by delay and laches. The same is dismissed.
