Having heard learned counsel for the parties and taking into consideration the submissions, the writ petition is disposed with liberty to the petitioner to approach the Respondent No.7/The District Development Commissionercum-Chief Executive Officer, District Board, Araria by filing a fresh representation along with all supporting judgments and documents within a period of three weeks, which shall be decided by Respondent No.7 within a period of ten weeks from the date of receipt of the representation.

4. Respondent no. 7 shall be solely liable for noncompliance of this order within the stipulated period.

5. It is made clear that this Court has not expressed any opinion with regard to the merits of the claim of the petitioner.

6. With the aforesaid observation and direction, the petition stands dispose of.
