1. The learned counsel for the petitioner submits that that writ application had been filed as the petitioner was aggrieved by lack of any avenue for promotion in spite of having served in the department as Motor Vehicle Inspector throughout his career without any substantive promotion. He further submits that now the government has come out with a rule, namely, the Bihar Transport Service Rules, 2020 (hereinafter referred to as "2020 Rules") which provides certain avenues of promotion to promotional posts. The petitioner would be approaching the authorities for relief in terms of the 2020 Rules.
