The petitioner has preferred an appeal before the District Magistrate, Patna. The appeal has been preferred against the order passed by the District Programme Officer on 26.04.2018 (Annexure 2). From the averment made in the writ petition, it appears that the same has been sent by registered post. There is no material to show that the appeal has actually been received in the office of the District Magistrate, Patna. There is also no averment that the petitioner has pursued the said appeal after sending it by registered post.
