The kind of grievance raised by the petitioner are to be looked into and considered by the competent authority only. This Court would not form any opinion at it's end considering the huge number of cases in which the petitioner is said to be an accused facing trial. His reliance upon a letter dated 23.07.2018, issued by the Incharge Medical Officer, Central Jail, Bhagalpur to the Superintendent of Jail, only

Patna High Court CR. WJC No.71 of 2020(2) dt.06-02-2020 2/2 indicates that the petitioner is suffering from pain in cervical region. More than one and half year has gone thereafter. The prayer of the petitioner that on this ground alone he should be transferred either to Siwan Jail or to Patna does not impress this Court and the Court is not willing to accept the said submission save and except to say that his prayer to get speedy trial of the cases pending against him are to be considered keeping in view the constitutional right of the under trial prisoner to seek speedy justice.

The Additional Chief Secretary-cum-Principal Secretary to the Home Department, Government of Bihar and the Director General of Police, Bihar (respondents no. 1 and 2) may therefore, look into this aspect of the matter and ensure speedy trial of the cases pending against the petitioner.
