1. Shri Sinha, learned counsel for the respondents would place before this Court a death certificate of the petitioner showing that he has died on 20.5.2013.

2. This writ petition is pending since October, 2009. Despite the petitioner's death in May, 2013, no application for bringing legal heirs on record has been filed for the last about 61⁄2 years. Therefore, the Writ Petition is dismissed as abated, reserving liberty in favour of legal heirs of the petitioner to revive the petition if cause of action still survives.
