Learned counsel appearing for the petitioner would submit that amount was classified as Non-Performing Asset on 01.02.2010 and the outstanding amount, as declared, has already been paid by the petitioner but his title deed has not been returned and interest is being demanded, which is not required to pay by the petitioner as per clause 3.1.1 of the Master Circular dated 1.7.2009, and, therefore, he may be permitted to make representation to the bank for redressal of his grievances and the same may be directed to be decided expeditiously.

Per contra, counsel for the respondent No.1 - Bank would submit that the petitioner is liable to pay interest on NPA amount and withholding of title deed is justified.

I have heard learned counsel appearing for the parties. 4.
Be that as it may, the petitioner is allowed to make representation to the respondents/ Bank within a period of two weeks from today, and in turn the Respondents/ Bank shall consider and decide the representation of the petitioner as per clause 3.1.1 of the Master Circular dated 1.7.2009 in accordance with law expeditiously preferably within a period of four weeks from the date of receipt of certified copy of this order.
