1. The matter is taken up in the absence of learned counsel for the petitioner as it is pending since last more than 10 years and is listed in a separate list to be disposed of by 31.1.2019.

2. The petitioner would call in question the promotion order dated 27.11.2004, by which, 32 ofÏcers have been promoted from

Scale-I to Scale-II in the Durg Rajnandgaon Gramin Bank.

3. None of the ofÏcers in whose favour the impugned promotion is made has been joined as respondents in the present writ petition, therefore, the writ petition is not maintainable for non-joinder of necessary parties.
