The interim relief application preferred by the petitioner stood rejected in the year 2009. Thus, by efflux of time the petition has become infructuous. Moreover, in the intervening period, the recruitment must have been concluded and the selected candidates at least few of them whose appointment could have been effected if the petitioner's application is allowed are not made necessary party.

For the said reasons, the petition would not be sustainable. Accordingly, the present writ petition as on date stands dismissed as having become infructuous.
