1. The matter was called up twice for hearing but none appeared on behalf of the petitioner.

Learned counsel for the respondents would submit that the issue involved in this writ petition has already been adjudicated by the Division Bench of this Court in Writ Petition No. 3141/2004 (Nagar Nigam Samast Karmachari Sangh, Bilaspur v. Nagar Palik Nigam & Ors.), as such, the instant writ petition has become infructuous.
