1. Proceedings of these matters have been taken-up through video conferencing.

2. The petitioners have filed these writ petitions stating inter-alia that though recruitment for the post of Teacher Panchayat (Librarian) was completed in the year 2013 in which the petitioners have been appeared, but further proceeding has not been concluded and therefore, they could not be appointed.

3. This Court on 16.7.2021 directed Chief Executive Officer, Jila Panchayat, Janjgir-Champa and Jila Panchayat, Kawardha to file affidavits. Affidavits have been filed by the Chief Executive Officer, Jila Panchayat, Janjgir-Champa and Jila Panchayat, Kawardha stating inter-alia that though recruitment was held for the post of Teacher Panchayat (Librarian), but before recruitment could be completed, the State Government has stayed the whole process of recruitment by letter dated 25.4.2014 and dated 11.8.2015 and finally, State Government has issued a direction on 30.6.2018, whereby recruitment process has been withdrawn from Zila Panchayat and recruitment power was given to the School Education Department,

Government of Chhattisgarh, as such, recruitment could not be completed for the reasons assigned in these letters.

4. Affidavits filed by the Chief Executive Officer, Jila Panchayat, Jangir-Champa and Jila Panchayat, Kawardha are taken on record.

5. From perusal of the affidavits, it is quite vivid that subject recruitment has already been stayed by the State Government by letters dated 25.4.2014 and 11.8.2015 for the reasons assigned therein. In that view of the matter, no further direction can be issued by this Court. However, the petitioners are at liberty to question the letters issued by the State Government on 25.4.2014 and on 11.8.2015 in accordance with law.

6. With the aforesaid observation, both the writ petitions are accordingly disposed of. No order as to cost(s).
