1. The grievance of the petitioner in the present writ petition seems to be the non deciding of the representations which have been moved by the petitioner in the representative capacity of being a President of the Patwari Union.

2. At the outset, this Court is of the opinion that writ petition would not be maintainable for the reason that there is no individual cause of action which has affected the service conditions of the petitioner nor is there any action by which any of the rights otherwise conferred upon the service conditions having been infringed by the respondents or by way of an action of the respondents. Non deciding of the representation of an association can never be treated as a cause of action for filing of the writ petition for

exercise of Writ Jurisdiction under Article 226. The petitioners have other forums available for ventilating their grievances.

3. Reserving the right of the petitioner to approach other forums available for ventilating his grievance, the writ petition at this juncture being not maintainable for the aforesaid reasons stands rejected. Sd/- (P. Sam Koshy) Judge Rohit
