The substantial appointment of the petitioner on earlier occasion was that of contractual nature which would have been for a specific period. The present petition was filed in the year 2013 and it is 5 years down the line and that the contractual period must have by now expired. Thus, this Court does not find any strong case left to be adjudicated in the present case. 3.
