(3) Be that as it may, respondent No.2 is directed to consider and decide the complaint of the petitioners against the respondents No.4 to 6 in accordance with law after hearing the affected parties expeditiously within a period of four weeks from the date of receipt of certified copy of this order.

(4) With the aforesaid observation, the writ petition finally stands disposed of. No order as to costs.
