The petitioner in the present writ petition seems to be challenging the circular dated 21.12.2019 (Annexure P-1) which is the circular issued by one of the associations working in the NTPC at Seepat. The association consists of the members who are primarily the executives working in the NTPC plant at Seepat. 2.

At the outset, this Court does not find any statutory force behind the said association nor is there any such pleading made in the writ petition. 3.

In view of the fact that the association does not have statutory force or at least the petitioner has not been able to show the association having any statutory force, this Court is of the opinion that the present writ petition as such would not be maintainable. However, the right of the petitioner stands reserved to seek further appropriate relief before the concerned appropriate forum. 4.

The writ petition is dismissed accordingly.
