Without entering into the merits of the case and considering the fact that the petitioner has since completed 10 years of service, the present writ petition in its present form stands disposed off with direction to respondents No. 2 & 3 to consider the claim of the petitioner for regularization in accordance with the rules and circulars governing the field. It is expected that the authorities would take a decision expeditiously on the

representation (Annexure P-8) which is pending consideration before them since October, 2018 onwards preferably within a period of 90 days from the date of receipt of copy of this order.
